No, Carnival does not have wheel chairs. You need to either bring your own or rent from a third party.

From Carnival:
If you require the regular use of a wheelchair during the cruise, you would need to bring your own or rent one from a service provider. Please see below for some reputable wheelchair companies:

From Carnival:
I hurt my knee last summer in port and Carnival offered me a wheelchair. I got by without but another man got sick in Freeport and I saw him in a wheelchair clearly marked " Carnival Magic" . I expect they would allow their wheelchairs to be used as needed but also expect cruisers to bring their own for routine use!

Yes, most large ships have a couple wheelchairs onboard. I'm pretty sure, as you mentioned, in Carnival's case they are typically just offered to guests who become sick or injured during their cruise.
